1-3 Acupuncture and moxibustion in the public medical insurance system

1-3-1 Requirements for acupuncture and moxibustion to be covered by public medical insurance

  • Acupuncture and moxibustion are not included in the insurance medical services provided by medical facilities. These are mostly performed at non-medical facilities, and in most cases, the patient bears the full cost of acupuncture and moxibustion. However, if certain requirements are met, acupuncture and moxibustion are covered by public medical insurance, considered as medical expenses.
  • Medical expenses in chronic diseases usually involve chronic pain (i.e., neuralgia, cervicobrachial syndrome, frozen shoulder, low back pain, etc.) as the main complaint. The conditions for payment are limited to cases wherein there is no appropriate treatment by the doctor and the doctor agrees in writing that the patient will receive acupuncture and moxibustion.
  • Diseases that are treated by public medical insurance not covered by the medical expenses for acupuncture and moxibustion. When a doctor prescribes treatment or medication for a disease, but at the same time also recommends acupuncture and moxibustion, the doctor’s treatment is prioritized, and the patient does not incur medical expenses for acupuncture and moxibustion.
